Who we are
Katie Hamm is a nationally recognized leader in early childhood policy with more than 20 years of experience shaping federal policy and advancing national advocacy efforts. She brings a rare combination of senior government leadership, policy design expertise, and deep knowledge of the early care and education landscape.
Katie served as Deputy Assistant Secretary for Early Childhood Development at the U.S. Department of Health and Human Services from 2021-2025. In that role, she oversaw $25 billion in federal early childhood investments and improve government processes to better serve children and families.
Through her consulting work, Katie partners with national, state, and local organizations to translate policy into strategy, identify opportunities in moments of change, and move bold ideas into actionable plans.
